How to Prepare for Texas HB 3595
November 19, 2025
Emergencies don’t wait, which means if you are not prepared, you’ll be kicking yourself with regret. Texas House Bill 3595 (HB 3595), which took effect on September 1, 2025, introduced new standards for emergency readiness in assisted living communities. The law aims to ensure that residents remain safe and comfortable during power outages or extreme weather events, learning from the tragedies of Winter Storm Uri (2021) and Hurricane Beryl (2024). Bridge Group Construction is prepared to help communities navigate these requirements with comprehensive, turnkey solutions for generator installation and backup power planning.
What is HB 3595?
HB 3595 is designed to strengthen emergency preparedness across Texas assisted living communities. The law establishes statewide standards that protect residents while allowing providers the flexibility to implement solutions suited to their unique facility size, location, and resources.
By standardizing these requirements, the law eliminates inconsistent local mandates and ensures communities across Texas are ready to respond effectively to power outages or extreme weather.
What HB 3595 Requires
1. Temperature-Controlled Areas of Refuge
Communities must designate safe areas where residents can shelter during an emergency, maintaining temperatures between 68°F and 82°F. Bedridden residents must receive heating or cooling directly in their rooms, ensuring no one is left vulnerable during a power outage.
2. Backup Power Assessments
Facilities are required to evaluate their electrical systems to confirm they can provide adequate power for heating, cooling, and other critical needs during emergencies.
3. State Notification for Extended Outages
If a power outage lasts more than 12 hours, communities must notify the Texas Health and Human Services Commission (HHSC). HHSC will then engage with the facility to monitor the situation and support the community in maintaining resident safety.
4. Flexible Solutions
HB 3595 allows communities to choose from a variety of backup power solutions, including generators, battery systems, shared-campus setups, or renewable energy options. This flexibility ensures compliance without imposing a one-size-fits-all mandate, accommodating everything from small residential homes to large campus-style communities.
